GOWA, consisting of 20 Western countries including the United States and the United Kingdom, and six global offshore wind companies, has emerged as a counterforce to the Global Wind Energy Council (GWEC), where China is a member. South Korea has been recognized for its potential to replace China as a ’foundry‘ for offshore wind production. The South Korean Ministry of Trade, Industry and Energy recently decided to join GOWA and plans to complete the membership process in the second half of the year. A government official stated, ”South Korea has the entire value chain necessary for establishing offshore wind farms and is expected to benefit significantly from the exclusion of Chinese products by the U.S. and Europe.“
Offshore wind power, along with solar energy, is considered crucial infrastructure for decarbonization. The global offshore wind installation capacity planned from this year until 2030 amounts to 248GW. Moreover, offshore wind farms are directly linked to national security because laying submarine cables exposes the seabed topography. An industry insider noted, ”Last year, China alone installed 77.1GW of offshore wind power, which is ten times that of the United States. The top two manufacturers of key components, wind turbines, are also Chinese companies.“
The GOWA, established by Denmark, the International Renewable Energy Agency (IRENA), and the Global Wind Energy Council (GWEC), was formally introduced at COP27 in November 2022. During this event, numerous countries committed to swiftly increasing their offshore wind capacities. Over the next three years, the Alliance will be co-chaired by the founders and Colombia.
